The HCV program is administered by the City of Virginia Beach Housing & Neighborhood Preservation and helps low income families find housing. The rental subsidy is paid directly to the landlord

Applications will be accepted online only on Tuesday, November 9, from 7:00am -7:00pm.  

To apply, ECI participants will need the following information: An email address for an application account, names of household members, social security numbers of household members, your address, and your household income. ECI participants can find an application at: www.vbgov.com/HCVwaitinglist.  

ECI participants can contact their ECI Independent Living Coordinator if they need help with the application process, do not have a computer or access to the internet.  For general questions, ECI participants can also call 757-385-5750 or visit the website RentalHsgDivision@vbgov.com.  Rental Housing staff will be available to provide help on November 9, 10:30am-4:00pm, at the following locations:

  • Bayside and Special Services Library, 936 Independence Blvd.
  • Kempsville Area Library, 832 Kempsville Rd.
  • Princess Anne Area Library, 1444 Nimmo Parkway
  • Joseph V. Grimstead, Sr. Seatack Community Recreation Center, 141 S. Birdneck Rd.
  • Williams Farm Recreation Center, 5252 Learning Circle

ECI participants can also visit any Virginia Beach Public Library for access to a computer and the internet.  For library locations, please call 757-985-0150.
