The City of Portsmouth will hold public hearings on Tuesday, April 14 and Tuesday, April 28 to hear comments on the Annual Action Plan for the Federal Fiscal Year 2026 Program, including changes to the Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) activities. Notice is hereby given that in accordance with the Federal regulations at 24 CFR, Part 91 and the City’s Citizen Participation Plan, the City of Portsmouth has prepared the Annual Action Plan for the Federal Fiscal Year 2026 Program (City Fiscal Year 2027) including proposed changes or additions to existing CDBG Program and HOME Program activities_ The Annual Action Plan identifies the activities that will be undertaken to address priority needs and local objectives identified by the City’s 5-Year Consolidated Plan for FFY 2024 to 2028.

 

The City of Portsmouth City Council will hold public hearings on Tuesday April 14, 2026 and Tuesday April 28, 2026. The purpose of the hearings is to solicit citizen comments on the Annual Action Plan. Both hearings will be held at 7:00 PM in the City Council Chambers, 801 Crawford Street 6th floor, Portsmouth, VA 23704.

 

HUD has not announced the allocation. The financial resources the City expects to have available during the program year. which will run from July 1, 2026 through June 30, 2027 include a CDBG entitlement grant of $1,545,652 and the City’s HOME entitlement grant of $494,215.58. Once HUD announces the CDBG and HOME allocations, unless the allocations are the same as last year, the City will proportionally adjust the budgets of all the funded projects based on the proportion change from the estimated allocation.

 

The City of Portsmouth intends to submit the Annual Action Plan to HUD on or about May 15, 2026. Interested persons are encouraged to express their views on the Annual Action Plan for FY 2026-2027 at the April 14, 2026 or April 28, 2026 public hearings. In addition to or in lieu of, comments submitted in connection with the public hearings, comments on the Annual Action Plan for FY 2026-2027 may also be submitted in writing to the City of Portsmouth Planning Department 801 Crawford St., Portsmouth, VA 23704 or via email at crimerj@portsmouthva.gov. All comments received by April 28, 2026 will be considered.
