Homeless Single Individuals
For a limited time only, Norfolk Redevelopment and Housing Authority (NRHA) is opening its Project Based Voucher (PBV) Tax Credit Program waitlist and accepting applications online.
Applications will be accepted online for the Project Based Voucher (PBV) Housing Program in the following communities:
- Church Street Station – 2016 Church Street, Norfolk, VA 23504
- South Bay Apartments – 1600 South Street, Portsmouth, VA 23704
- Heron’s Landing Apartments – 2133 South Military Hwy, Chesapeake, VA 23320
For homeless single individuals only. Those living with family members or friends will not be considered as homeless. Eligible applicants must be able to document that they are transitioning out of an institutional or other separated setting, are at serious risk of institutionalism and are homeless.
APPLICATIONS WILL BE ACCEPTED ONLINE ONLY AT
The PBV waitlist will open Monday, March 16, 2026 at 9 a.m. and close Monday, March 30, 2026, at 4 p.m.
Applicants may qualify at 50% of the AMI and current residents of an assisted housing community may qualify up to 80% of the AMI. If you have any questions, please call (757) 624-8615/TDD (800) 545-1833.
